Video Time-Recording for Measurement of Standard Carriers In-Office Activities

decision analysis partners conducted a project to measure postal carrier in-office casing activities.  We used video recording to estimate the performances of standard work elements. This process included the establishment of time element activities that were time-stamped. A comparative analysis of the video times recorded was compared against engineered works standards. The process was instrumental to the client’s negotiation with labor union, as it provided evidence that the engineered standards were no longer applicable.  These standards were based on methods and processes that were outdated following the release of new delivery point sequencing technology.
