decision analysis partners prepared terms of reference for a National Port System Master Plan study for Morocco for the U.S. Trade and Development Agency. DAP was tasked with this project following a request for funding from the Ministère de l’Equipement et du Transport (MoET) of Morocco.
The objective of the National Port System Master Plan was to provide the MoET with a thorough and comprehensive action plan to consolidate the activities of each of Morocco’s key commercial ports and to facilitate the processing of passengers, and cargo imports and exports. Draft terms of reference were prepared under this project and presented to the Ministry for their review. These terms of reference focused on developing a master plan for the Kingdom’s main commercial ports and for its cargo and passenger commercial functions, focusing on the key determinants of development and trade.
