USTDA-funded project to support e-Government, expand digital inclusion in high-growth Brazilian state

McLean, Virginia, March 6, 2018 – Secretaria da Administração do Estado da Bahia (SAEB) has selected decision analysis partners LLC to provide technical assistance for the Bahia, Brazil, Broadband, Data Center and e-Government Project. The technical support is funded by a grant from the U.S. Trade and Development Agency (USTDA). For this project, decision analysis partners, which has significant experience in planning and designing complex information, telecommunications, and communications technology environments, will:

  • Evaluate e-Government systems to identify needs and requirements and propose optimal solutions.
  • Evaluate the broadband network, to determine where capacity is insufficient, overly expensive or of unacceptable quality, and to determine whether fiber construction is feasible on routes currently without fiber options. These results will be used to develop an implementation plan that includes guidance for ongoing operations and management
  • Design a state-of-the-art, energy efficient data center and/or alternatives.

The project will be led by Dr. Raymond E. Barber, Director of decision analysis partners’ ICT Practice. Dr. Barber has successfully led similar USTDA-funded efforts in Indonesia, Mauritius, South Africa, the West Bank, Romania, Guatemala, and Peru, as well as work in progress for Brazil’s State of Rio Grande do Sul. The project team includes experts from decision analysis partners, CSI Engineering of Laurel, Maryland, and a group of local professionals in Salvador, Brazil, led by Professor Leobino Nascimento Sampaio.
