The ModelPost™ operational model computes operational requirements, including labor (staff and supervisory) and resources (delivery units, post offices, vehicles, collection boxes, mail boxes) for national or regional postal services. The model is driven by volume projections and is based on a star-based network, where all mail is distributed through a central point or the International Exchange Center (IEC). 邮政服务咨询的能力

The model addresses the following major operations:

  • Collection and acceptance of mail. Collection is performed either by delivery carriers or through a network of collection boxes. Acceptance is performed at post offices.
  • Mail processing (or sorting), conducted at one central location, the IEC, where all mail flows in and out. Mail is sorted at the directorate level and then is distributed to the directorates.
  • Mail delivery, which is divided into two key processes: sorting the mail to the carrier and delivery point sequence levels, as well as delivering the mail to its destination.
  • Transport, a measure of the volume-distance moved annually between the IEC and the directorates.

The ModelPost™ operational model is organized into three components:

  • Mail Flows: Using actual data reported by XXX Post, mail flows are used to get an estimate of the incoming and outgoing volume between the IEC and the directorates.
  • Mail Sorting: Mail sorting calculates labor requirements at the IEC based on a two-shift operation and a set mail arrival profile. Labor requirements are calculated for the following mail processing operations:
    • Platform acceptance
    • Opening of mail bags
    • Presort of mail (into letters, printed matter, small parcels)
    • Hand cancellation
    • Sorting to the directorate level
    • Bag closing and distribution
  • Mail Delivery: Labor requirements at the delivery unit level (i.e. the back end of the post office) are calculated based on current flows of mail to post offices. Labor requirements are calculated for the following delivery unit operations:
    • Sorting mail to carrier sequence (if mail is to be delivered to a destination point, but also to facilitate delivery to a PO Box)
    • Casing to a PO Box
    • Casing of mail into delivery point sequence
    • Street mail delivery
  • The following additional calculations are also computed:
    • Number of delivery units required supporting the delivery labor required
    • Number of collection boxes that would be warranted to handle the total volume of mail that could have been processed at each unnecessary delivery unit
    • Labor requirements for collecting mail from collection boxes
    • Number of mailboxes required to facilitate the delivery of mail to destination points
