Best Value Tradeoff Support
decision/analysis partners have conducted advanced research in "best value" analysis and "best value" procurement strategies. We use a proprietary value modeling
approach developed by DFM Consulting, which has been applied to the design of several defense subsystems. Consequently, we understand the implications of RFP wording, requirements and evaluation strategies on the
determination of best value. Optimal strategy depends on the particular benefits, costs, and risks to specific applications. We are also familiar with commercial approaches to "best value" analysis, such
as "Quality Function Deployment" which has been used extensively in the automobile industry.
As a result of our work in "best value" analysis, we believe that an upgrade approach to the procurement of complex systems is the only way to realize "best value" for
the government when technology is evolving rapidly. The upgrade-based approach will consider the evolution of technology as an integral part of the life cycle of complex systems, and therefore as an integral part of
their procurement and evaluation.
