SIN 874-6: Privatization Support Services and Documentation

decision/analysis partners offers a range of qualifications and services designed to support the government in its privatization initiatives, either in the process of developing a most efficient organization (MOE) or in support of vendor evaluation.

Contractors shall provide expert advice, consultation, assistance, and documentation in support of studies conducted under OMB Circular A-76 or other privatization or commercial activities studies, projects, or efforts.

Bid and Proposal Development Strategies and Tactics

decision/analysis partners have supported the development of complex commercial and government bids and proposals and are familiar with strategies and tactics used in their development. These strategies revolve primarily around hedging of risks inherent with unknown situations and facts, funding uncertainties or ambiguity in functional requirements.

Mitigation Strategies used to limit "scope creep" and "cost creep"

  • 1 Performance based requirements: Requirements are based on achieving key performance indicators of importance to users and stakeholders, regardless of how these results are achieved
  • 2 Life-cycle supporting an analysis: The second strategy is designed to force bidders to document life cycle costs and cost assumptions. Depending on the services or products procured, decision/analysis partners may undertake LLCA (Life-Cycle Cost Analysis), FMECA (Failure Mode, Effects and Criticality Analysis), FTA (Fault-Tree Analysis), MTA (Maintenance Task Analysis) , RCM (Reliability-Centered Analysis) or LORA (Level of Repair Analysis)
  • 3 Long-term relationship arrangements: The third strategy is designed to generate long-term incentives for the bidder to behave in the best interest of both organizations. This includes joint R&D venturing, technology transfer activities, or specific contract technology clauses enabling technologies unknown at the time of the award to be implemented during the contract

Best Value Tradeoff Support

decision/analysis partners have conducted advanced research in "best value" analysis and "best value" procurement strategies. We use a proprietary value modeling approach developed by DFM Consulting, which has been applied to the design of several defense subsystems. Consequently, we understand the implications of RFP wording, requirements and evaluation strategies on the determination of best value. Optimal strategy depends on the particular benefits, costs, and risks to specific applications. We are also familiar with commercial approaches to "best value" analysis, such as "Quality Function Deployment" which has been used extensively in the automobile industry.

As a result of our work in "best value" analysis, we believe that an upgrade approach to the procurement of complex systems is the only way to realize "best value" for the government when technology is evolving rapidly. The upgrade-based approach will consider the evolution of technology as an integral part of the life cycle of complex systems, and therefore as an integral part of their procurement and evaluation.
