William Weed

Bill Weed has over 40 years of experience in the areas of engineering, manufacturing/postal operations, plant management, and project management.  Experience includes postal operational simulation analysis, postal facility space requirements, postal automation equipment planning, postal operational layout, postal material handling system planning, and postal operating/logistics planning. 

As U.S. Postal Service HQ Executive Program Director for Tray Management System (TMS), he prepared and presented the $500 M business case to the Board of Governors; developed the design simulation process used to size the TMS system for each unique facility; oversaw TMS design, installation and integration into 30 USPS facilities.  He provided on-site field support during design, installation, and acceptance and he assumed operational management responsibility for all processing and delivery operations for the Seattle District at USPS.

 Mr. Weed performed field consulting for Postal automation implementation, major facility activation, and tray management system installation.  Mr. Weed was responsible for the facility activation of the new Chicago, IL mail processing center.  Oversaw the relocation of 4,000 employees to the new plant and new processing environment and he managed the on-site activation of the new Seattle, WA Plant.  This necessitated the modification of a vacant manufacturing plant, relocation of 100 mail processing equipment, 2,000 employees, and the installation of the 1st production TMS system. 

As plant manager for Portland, OR, he developed a complement planning system which became the national Business Planning Guide program, and a computerized Mail Processing Operating Plan which served to create contracts between the customer service organization and the mail processing organization.  Overall, he assumed responsibility for 4 processing facilities, 100 managers, and 2000 employees, and a $100 M annual budget.  As a Regional Automation Manger, Mr. Weed led a team of Automation Implementation specialists responsible for the roll out of the Corporate Automation Plan to 35 automated sites throughout the Western Region.
