Dr Barber is a senior executive and consultant with extensive experience in information technology, program/project management, telecommunications and general management. He has significant
international experience that has included projects in 19 countries on 4 continents.
His recent international project experience includes projects in the West Bank, Mauritius, Guatemala, Romania, and Indonesia Ray has delivered due diligence projects for the acquisition of over 25 telecommunications and information technology
companies in 10 different European countries. He also performed an IT-related feasibility study for financial institutions in Eastern and Southern Africa. Dr. Barber has developed strategic information
technology plans for companies in widely diverse industries. He has also managed software development organizations, managed large computer operations centers and performed Business Process Reengineering
projects.
Dr. Barber has a Ph.D. from New York University's Stern School of Business. He also has a Master of Science in Electrical Engineering and Mathematics from North Carolina State University and a Bachelor of
Science in Electrical Engineering from the University of Denver. He has taught graduate and undergraduate courses in Information Technology at New York University and the University of Maryland at College
Park. He has also taught classes in Operations Support Systems for employees of Korea Telecom and distance learning courses in Project Management to students in Switzerland, Germany and Spain.
Prior to decision/analysis partners, Dr. Barber was Vice President-Technology at 1eEurope International, an e-business software integration company based in London. Prior to that, he was an independent
consultant working on domestic and international IT and Telecommunications Management projects. He has also held executive positions at Prudential Home Mortgage, TRT Telecommunications the Executive Office of
the President and AT&T.
