Dr. Kacha is director of decision/analysis partners' postal practice. He has over 15 years of experience in
operations strategy and management, supply chain management, and the application of information technology and decision support to solving business problems. His experience spans both commercial and public
sectors.
Mr. Kacha has led several complex projects in the postal industry, domestically as well as internationally. His engagements covered the realm of the value chain – from
acceptance to delivery.
- For the USPS, he devised an operational strategy for responding to FAA regulations of inspecting suspect mail. He also conducted a number of process re-engineering
studies, aimed at reducing processing cycle time and streamlining handoffs between mail processing and transportation. He devised operational strategies for effective sorting of non-machinable mail at
delivery stations, and developed specifications for tracking and tracing of letter mail as well as packaged mail.
- For the Italian Post, he led a nationwide diagnostic effort to restructure the postal network in accordance with EU's standards of delivery. He served as an advisor to the
project, over a period of two years.
- For the Columbian Post, he recommended a mail automation strategy coupled with a redesign of the zoning system within Bogota.
Mr. Kacha has also conducted supply chain management studies for other industries.
- For a consortium of Taiwanese PC components manufacturers, he helped predict the impact of the web on the supply chain, and he recommended business directions to maintain
agility and visibility.
- For the US Coast Guard, he reviewed their spares supply chain process and recommended a decision-support program to reduce excess inventories while continuing to meet missions
goals.
- For a major manufacturer of wireless data collection systems, Mr. Kacha revised their product strategy and recommended a portfolio of integrated supply chain offerings.
Mr. Kacha has worked with major management and technology consultancies, including Arthur D. Little, and SRI Consulting, a wholly owned subsidiary of Stanford Research
International. He holds degrees in mechanical engineering and industrial engineering from the George Washington University and Purdue University. He is fluent in English, French, and Arabic.
