Mark Trevor

Mark joined decision/analysis partners' as director of finance and operations. Before coming to decision/analysis partners, he held the position of Executive Director for Asset Management Technologies at WRSystems, Ltd, an information technologies company based in Fairfax, VA. Prior to that, he was their Executive Director of Enterprise Technologies, managing a staff of over 80 administrative and information technology professionals.  Mr. Trevor also served in leadership roles for the Computer Task Group, Inc., in Syracuse, NY and Network Solutions, Inc., in Arlington, VA.

Mark has over 25 years of experience in a variety of leadership and advisory positions supporting information technology programs and directing the development of logistics systems. His extensive hands on experience developing applications and managing the full lifecycle development process are particularly noteworthy.  He is an expert in data modeling and software systems analysis and design, and has considerable experience with database administration.

  • Mark is an expert in all phases of the full Software Development Lifecycle (SDLC) Process including initialization & planning, requirements gathering & analysis, design, build, testing & implementation, and operations & maintenance. In addition, has extensive experience researching solutions for customers and making best value recommendations for enterprise solutions.
  • He has extensive knowledge of US DOD Logistics and Supply Chain Systems.  He was the architect of the system used by the US Coast Guard to manage their supply operations at their Engineering Logistics Center (ELC) in Baltimore MD and at their US Coast Guard Yard in Curtis Bay. He later converted this government off the shelf (GOTS) product to a commercial off the shelf (COTS) product, securing the financial backing, intellectual property rights and customer base, as well as serving as the chief architect for the product, overseeing the product's transformation. His understanding of the military supply chain, allowed the product to be modified for use in the Navy and for other agencies. 
  • Mark managed the Independent Verification and Validation (IV&V) of teams who developed 9 critical web-based systems for the US General Services Administration (GSA). These included FedBizOps, the single government wide point-of-entry for federal government procurement opportunities over $25,000; Federal Procurement Data System (FPDS), which stores information on $250 billion worth of federal contracts; and Excluded Parties List System (EPLS), a system that identifies parties excluded from receiving federal contracts.
  • He managed a large number of programs supporting US government agencies including the US Army, US Navy, US Coast Guard, GSA, the Missile Defense Agency and commercial agencies such as Carrier Corporation, Martin Marietta, and Corning Glass. 
  • Mark is a recognized expert and has authored many technical papers on developing and performance tuning large applications. His papers have been presented at national conferences such as Oracle Open World 1997 and 1998, where he presented to over 1000 attendees.
