technology. Chuck has excellent consulting, written and face-to-face communications, technical, and problem-solving skills. He has a successful track record of complex project management.
At decision/analysis partner, Chuck supports a multi-million dollar telecommunications consulting project with the U.S. General Services Administration where he is responsible for the
evaluation of test plans, infrastructure plans, technology plans and technology systems and services.
Prior to being a senior telecommunications and ICT consultant with decision/analysis partners, Chuck Taylor was a Senior Manager with Convergys Corporation's professional services' group.
In this capacity, he was responsible for requirements, design, configuration, testing, and implementation.
During his long professional career, he worked for a number of telecommunications technology companies including Telarix, Incorporated, Geneva Technology Amdocs, Ltd and American
Management Systems to lead or support large telecom-based information systems projects at Deutsche Telekom, Portugal Telecom, AT&T, Onstar. Cox Communications, AOL, Alltel Long Distance, Google, Verizon, Verizon
Wireless, Bell Canada, CenturyTel, Verio, and Sprint PCS.
Mr. Taylor worked with Dr. Ray Barber in the Executive Office of the President (the White House) as Branch Chief and Senior Project Manager. There, he managed the development of general
management systems for White House and Office of Management and Budget (OMB) clients. Led the successful design and development of the OMB Central Budget Management System and White House Presidential
Correspondence System.
He was the co-founder of Phoenix Systems, a highly-successful consulting and system integration firm serving high-profile government and commercial clients. There, he performed
general management, business development, and program management functions and he developed the telecommunications practice area. He was also Vice President, Advanced Technology of Prudential Home Mortgage, one
of the leading U.S. home loan lenders. At Prudential, he established and managed the Information Center, providing end-user access to production data through client-server technology. He sponsored and
managed the first client-server systems supporting mortgage production, and direct mainframe-FAX-IVR capabilities.
